I can’t tell if these workmen are just waving at the camera or cheering. I’m going with the latter because this photo was taken in 1923 and the Hollywoodland sign looks fresh and bright. So I’m guessing their cheering because the sign is finished. I would be cheering too if I had helped build what would become one of the enduringly iconic signs in the world.
